This strategic report provides an independent assessment of behavioural and operational convergence between organised criminal and extremist actors across anonymised digital ecosystems and conflict theatres.
Drawing on HMSC’s multidisciplinary research approach, the study examines how decentralised actors adapt under shared pressures including surveillance, de-platforming and operational disruption. The convergence identified does not depend on formal collaboration, but can emerge through parallel adaptation to shared digital and operational pressures.
The research examines tradecraft convergence, digital infrastructure, ideological signalling, operational adaptation and attribution challenges. The report also introduced Digital Insurgency, an analytical model developed by HMSC to describe emerging behavioural and operational convergence across criminal, ideological and insurgent environments.

The Decentralised Mobilisation Pathway is an HMSC analytical framework developed by Hamzeh Abu Nowar, drawing on this wider research and related analysis published in Small Wars Journal.
It illustrates how concealment, speed and decentralisation can interact: reduced visibility can enable coordination outside conventional organisational structures; activity can move between closed and open platforms; and AI-enabled synthesis, automation and adaptation may further accelerate amplification.
As the tempo of mobilisation increases, the time available to verify information, attribute activity, assess intent and organise an effective response can contract.
The analytical challenge is therefore not only identifying known actors or organisations, but recognising behavioural, network and mobilisation patterns that may indicate emerging coordination before conventional organisational indicators become visible.
From Ransomware Attack to Systemic Disruption
How can a ransomware attack on a critical service provider disrupt far more than its original target?
HMSC examines how apparently localised disruption can extend beyond its immediate source through interconnected operational, institutional and commercial dependencies.
The 2024 ransomware attack on Synnovis, a pathology provider supporting NHS hospitals and healthcare services, illustrates this problem. The attack significantly reduced pathology-testing capacity and resulted in delays to more than 11,000 outpatient appointments and elective procedures, while creating significant disruption to blood-transfusion services. The incident demonstrates how disruption originating within one technical system can propagate into wider healthcare operations and generate consequences far beyond the organisation initially affected.
Related analysis published in Small Wars Journal examined the Synnovis incident as an example of how a technical cyberattack can develop into a wider public crisis.
The analytical question is not only what can fail, but what else may be affected when it does.
The Gulf provides a practical example of how uncertainty in assurance systems can produce operational consequences without physical destruction. On 23 June 2025, QatarEnergy restricted channel navigation at Mesaieed after GPS disruption affected vessel positioning and the reliability of channel buoy lights. Night-time channel navigation was suspended and pilotage restricted to daylight hours. On 4 October 2025, Qatar’s Ministry of Transport separately ordered a temporary suspension of maritime navigation activities after a GPS malfunction raised concerns over the accuracy of marine navigation systems and sailing safety.
These incidents illustrate the underlying vulnerability represented in the mechanism above: where safe operation depends on trusted navigation and verification, uncertainty itself can trigger precautionary restrictions. HMSC’s published research examines how deliberate manipulation of such dependencies could potentially extend disruption beyond navigation into port access, insurance, commercial logistics and other interconnected systems. Where military operations depend on the same systems, resulting constraints may also affect mobility and sustainment.

Digital Insurgency is an HMSC analytical framework describing a hybrid threat identity emerging at the intersection of insurgent doctrine, illicit digital ecosystems and stateless identity networks.
Introduced in HMSC’s April 2025 research and subsequently formalised in the August 2025 Public Definition Note, the framework captures how actors unaffiliated in mission or ideology can nevertheless develop overlapping behavioural and operational patterns in response to shared environmental pressures.
